HIGHWAYS AND CONSERVATION

This article reviews the Department of Transport (DoT) advice note HD 39/95 "Conservation and the Use of Reclaimed Materials in Road Construction and Maintenance", which aims to bring advice on this important area into one document. HD 39/95 was published in June 1995, as an additional part of Volume 7 of the Design Manual for Roads and Bridges, and gives guidance on conservation techniques and the use of currently permitted reclaimed materials and industrial by-products. It is UK Government policy to: (1) encourage conservation and facilitate the use of reclaimed and marginal materials, wherever possible; (2) obtain environmental benefits; and (3) reduce the pressure on sources of aggregates. Several clauses in the specification relate to different construction layers. There are also detailed provisions relating to: (1) earthworks; (2) capping; (3) unbound sub-bases; (4) bitumen-bound layers; (5) cement-bound sub-base; (6) cement-bound roadbase and pavement-quality concrete; (7) conservation of existing concrete pavements and flexible pavements; and (8) road widening. Suitable materials can inlcude those reclaimed from: (1) roads during reconstruction; (2) residues of industrial processes, including mining; and (3) the demolition of other construction products.
