VALUATION OF THE ENVIRONMENTAL EFFECTS OF TRANSPORT

Papers presented at a 1995 PTRC Round Table in Den Haag are summarised, together with the main questions and conclusions from the following discussions. Topics covered include the possibility of placing a monetary value on the environment, how to achieve it and how to use it. Examples are given on the use of fiscal policies in Sweden and strategies used in the United Kingdom to promote sustainable development. A variety of taxes have been introduced in Sweden, including a number of tax differentials to favour cleaner fuels. Environmental issues in the UK, although influencing transport planning, have apparently not become central in the development of policy or properly integrated into the planning process. The theoretical basis is examined of the derivation of a number of environmental functions to indicate the possible uses of the environmental components.
