IMPACT OF FLOOD INSURANCE PROGRAM ON HIGHWAY TRANSPORTATION
The Federal Flood Insurance Program of 1968 and its impact on criteria and methodology is discussed, and it is suggested that many of the problems currently experienced could be solved by interdisciplinary actions of concerned entities. Questions are asked relating to the backwater effect and it is pointed out that the criteria accepted by one Federal agency is not necessarily that which is acceptable to another or to the various states. The design and analysis of highway facilities is affected by the lack of uniform and reasonable criteria for managing the flood plains for those involved on a daily basis. The need is also indicated for better methods of risk evaluation and questions are asked regarding the legal aspects.
