SOCIAL EXPERIMENT OF A SHORT-HAUL TRANSIT SYSTEM IN THE CENTER AREA OF A LOCAL CITY

In the center area of a local city in Japan, there are generally two major traffic problems--traffic congestion and lack of short-haul transit to support pedestrians. As a simultaneous solution to these problems, a networking construction of city center surround parkings and short-haul transit systems is considered in many cities, but usually is not realized. To search for a successful way to avoid deficit in Toyota City, a past case was analyzed and a social experiment of a short-haul transit was planned and executed. As countermeasures to the past, the following preparations were made: 1) attractive new color design on micro bus bodies were instituted to distinguish them from usual route buses; and 2) selection of passengers on short, straight routes that avoid congestion for more frequent movement of buses was determined. Results of the 1-month experiment revealed an increase in passengers to 500 a day, indicating bus operation would be manageable in the future. Also, 70 percent of citizens expected this type of transit operation and used the experimental bus at the outskirts parking, which addresses the congestion problem.
