ENGINEERING VIEWPOINT OF FLOOD PLAIN USE
The flood plain is viewed as part of the larger encompassing territory, and the area of concern is with the greater or lesser intensity of development in those portions of the flood plain which costs the user, the community and the nation. Considerations which fall within the engineers scope are listed and include the following: delineation of the flood plains and related aspects; nature and characteristics of flooding relating to flood plain use; structural integrity and flooding; loss evaluation; identifying costs shifted by users to the general public; changing flood plain conditions; adjustments related to flood control; evacuation; and regulation. Emergency relief funds for repairs and reconstruction of damaged highway and railroad facilities are discussed. Road fills, railroad beds and bridges are also discussed.
