THE FEDERAL FLOOD INSURANCE PROGRAM
The history of the Federal Flood Insurance Program is briefly reviewed, and the 1968 program is discussed. In the Flood Plain Insurance Program, flood plain management measures are a condition of the insurance program. In the 1968 act, a Federal Subsidy of approximately 90 percent was provided for existing structures. In return for this, the local communities in which these structures were located, agreed to regulate new development. This voluntary program has since been amended several times to cover such aspects as mud slides and erosion associated with flooding and storms. The level of control was established as the 100 year flood. Problems with the location of transportation facilities and utilities that effect the risk of and rate for structures are discussed. The program regulations are designed so that any encroachment should not result in an increase of backwater by more than one foot. The regulations are designed for two situations: encroachment in crossing a stream; and highway or railroad grades parallel to a stream where extensive fill is needed to achieve the grade.
