GENERAL CONCEPT AND PRACTICAL APPLICATION OF VICS
In view of the increased demand for road transportation and the growing number of associated traffic problems, the vehicle information and communication system (VICS) was proposed to naturally guide the traffic flow by providing advanced software methods in the form of up-to-the-minute traffic information. Such information would allow drivers to freely select the least congested route to their destination and is expected to contribute greatly to road safety. In developing the system, a joint project structure incorporating government, academia, and industry was adopted that placed emphasis on the suitability of VICS in a social context rather than simply on its technical feasibility. The operational organization has already been put in place and final preparations are now being carried out in readiness for introduction of the system next spring. In forming the system, a progressive method was adopted whereby administrative agencies work cooperatively and the private sector covers a wide range of expenses. Implementation of the system will become a case study in dealing with a major social problem.
