ROAD WORK
A promise to reinvest in infrastructure to maintain low inflation and raise living standards helped Fernando Henrique Cardoso to become Brazil's elected president in 1994. Cardoso has already proposed $75 billion in infrastructure investments; government officials hope that private sector investment will play a large role in the proposed projects. In the 1980s, the road network was neglected due to economic instability. In the 1990s, road maintenance has been a higher priority, but funds fall short of the investment required. This article describes Brazil's Federal Road Concession Program and the sources of financing for toll road concessions. The government has initiated an incentives program for concessionaires to undertake extensive road modernization programs in an efficient manner.
