CITRAC/FEDICS NATIONAL DRIVER INFORMATION AND CONTROL SYSTEM

This paper describes the technical implementation of CITRAC/FEDICS, an integrated urban and interurban control system operating throughout the city of Glasgow and in 322 square kilometers of the surrounding Forth Estuary area. Facilities, such as telephones and closed circuit television, are integrated in the control system and links are established with the urban traffic control system in Glasgow. It has been designed to provide fast incident control using incident detection techniques, coupled with large scale strategic management of traffic. It combines centralized control for strategic management of traffic with local control through satellite control offices. This paper also outlines system design and its implementation, including the communications architecture, the outstation equipment, and the instation man-machine interface. It explains how information is collected and collated and stored. It describes the immediate plans and future intentions to disseminate this information to drivers via traffic and transport management systems and equipments to strategically manage and thereby optimize the use of the traffic and transport network and to improve safety. It also describes how the integrated control and the implementation of the QUO VADIS modeling software provides economic benefits.
