REPORT ON FUNDING LEVELS AND ALLOCATIONS OF FUNDS FOR TRANSIT NEW STARTS. REPORT OF THE SECRETARY OF TRANSPORTATION TO THE UNITED STATES CONGRESS PURSUANT TO 49 U.S.C; 5309(M)(3) (FORMERLY SECTION 3(J) OF THE FEDERAL TRANSIT ACT)
This report is an annual report to Congress recommending funding for new fixed guideway systems and extensions. New fixed guideway systems and extensions, such as a light rail line, a subway or a busway/HOV facility, are referred to as 'New Starts' and are considered to be major capital investments. This 1996 report recommends funding in the amount of $800 million for 17 projects, all of which have existing Federal funding commitments, or are expected to have a Federal funding commitment by the end of FY 1997. The text of this report discusses the FY 1997 budget, the principles for allocation of funds, the funding recommendations, and the remaining commitment capacity under ISTEA.
