CHANNEL TUNNEL RAIL LINK ENVIRONMENTAL STATEMENT: MAIN REPORT AND ADDENDUM

This report covers the work undertaken by Union Railways to plan a new railway between London and the Channel Tunnel, turning the broad conceptual alignment chosen by the Government in October 1991 into a developed scheme. The report is based closely on the document prepared by Union Railways which the British Railways Board submitted to the Secretary of State in January 1993. The report represents a substantial investment in professional engineering, environmental and business resources. Major consultancies retained by Union Railways are listed at the back of the document. As a result of this work, the estimated cost of the scheme has been greatly reduced to #2 billion - #3 billion, while maintaining environmental standards. At the Government's request the report contains a number of options, enabling Ministers to choose the route which they wish to see taken forward. The report has two purposes. Firstly to allow a choice to be made on the route to be taken forward for public consultation. Secondly, to give a preliminary indication of the likely viability of the new railway.
