FITMENT OF SPEED LIMITERS. PARLIAMENTARY DEBATES. HOUSE OF COMMONS OFFICIAL REPORT

This document reports a UK parliamentary subcommittee's discussion of two proposed European Commission Directives: (1) 8046/91 on the fitment of speed limiters for commercial vehicles; and (2) 7816/91 on the European technical standard on speed limiters. The first proposal was the subject of an intensive series of meetings by officials in the Council's transport working group. Opening the debate, the Minister for Roads and Traffic, concentrated on the fitment proposal, but also made some important points about technical standards, especially with respect to enforcement. One advantage of the proposals was that visiting vehicles from Europe, as well as British vehicles, would be speed-limited. Speed limiters offer both road safety and environmental benefits. The Minister would have preferred the proposals not to prescribe EC-wide speed limits, as they would be considerably below the UK limits. The Opposition criticised the Minister's viewpoint on this question, and asked for evidence to support his case, as it was thought that lower UK speed limits would reduce casualties and increase environmental benefits. In reply, the Minister outlined some evidence submitted by the Freight Transport Association on the draft Directives.
