WARRANTS FOR ZEBRA AND PELICAN CROSSINGS USING A MINIMUM WAITING COST CRITERION
Pillai recently suggested that warrants to establish a type of pedestrian crossing should depend on the acceptable delay to vehicles. At a time when the importance of the pedestrian has become more universally recognised, a more realistic approach would consider both pedestrian and vehicle delays. It is the purpose of this paper to describe such an approach in which the change-over criterion from zebra to pelican crossings is based on the minimisation of the sum of pedestrian and vehicle waiting costs.
