ALTERNATIVES TO TRAFFIC GROWTH: THE ROLE OF PUBLIC TRANSPORT AND THE FUTURE FOR FREIGHT

The report reviews the objectives of the Royal Commission on Environmental Pollution, published in October 1994, to establish: whether they were mutually consistent; whether they would deliver the required containment of environmental impacts; whether they were strictly necessary, and what kind of changes in public transport and freight would be needed. An integral part of the study described was a series of three seminars where prominent experts in the field expressed their views. Three specific targets of the Commission's Report were considered: the modal shift from road to rail and water; increasing public transport's share of passenger-kms nationally; and a shift in urban trips from car to other modes. The range of policy options available to Government are examined, particularly those designed to restrict car traffic growth. A number of case studies are presented to highlight experience in Britain and elsewhere of measures to change modal split.
