TRANSPORT AND THE ENVIRONMENT - ACHIEVING A BALANCED PERSPECTIVE

This document is the response by the Federation of Civil Engineering Contractors to the Royal Commission on Environmental Pollution Report "Transport and the Environment" in October 1994. The Federation welcomes the report's contribution to the debate on future infrastructure development for an efficient transport system. After detailed consideration, it generally supports about 50% of the Commission's recommendations, considers that about 25% need further consideration through public discussion, but rejects the remaining 25% as threatening the UK economy and specific sectors of the population. In particular, the Federation finds that the Commission's proposals for still more reduction of investment in the UK's road infrastructure would increase congestion and pollution, reduce British industry's competitiveness, and generate higher inflation. To compete effectively, UK business needs a first class transport nework across all modes, but the Commission relies too much on a renaissance of rail freight distribution and rail passenger transport. The Federation believes that many of the Commission's recommendations to reduce urban traffic congestion should be implemented, and that substantial environmental improvements can be made by: (1) supporting new vehicle technology; (2) improved noise reduction methods; and (3) better traffic management techniques.
