GREAT LAKES TRANSPORT: TECHNOLOGICAL FORECAST AND MEANS OF ACHIEVEMENT
A program is proposed for research and development aimed at the rejuvenation of the Great Lakes maritime industry. The program is set within a framework of the commercial needs for transport, suggesting many potential technological advances that can help waterborne trade survive land-based competition. It is emphasized that research and development is but one prerequisite to survival. The others are the removal of institutional constraints, a willingness to innovate, the availability of risk capital and the employment of qualified personnel.
