COMMUNITY TRANSPORT: POLICY, PLANNING, PRACTICE. CHAPTER 6: COMMUNITY-BASED TRANSPORT COORDINATION STRATEGIES: THE UK EXPERIENCE

This chapter discusses the advantages of coordinating the patchwork of community transport services that have evolved to serve different groups and the barriers attempts at such coordination have come up against. Significant barriers are described as a) lack of trust, b) minibus legislation, c) restrictive use policies adopted by national voluntary organisations, d) central government and local authority practices, e) financial impediments, f) operational barriers, g) lack of information on the costs and benefits of coordination and h) attitudinal barriers. In conclusion the author questions the assumption that coordination is actually advantageous. For the covering abstract see IRRD 875321.
