RESTRUCTURING TRANSIT "SAVE MONEY, GAIN RIDERSHIP"
Similar to most transit agencies across the country, the Orange County Transportation Authority (OCTA) is experiencing significant changes in the transit markets and in the availability of funding. In Orange County, the transit market, which was growing in the eighties, has declined steadily in the nineties. Realizing that declining ridership and fewer funds were affecting the transit needs of the County, OCTA retained IBI Group in January 1994 to review the situation and to make recommendations to attract more riders, improve efficiency and effectiveness and to provide more bus options for discretionary users. All of this had to be achieved without a cost increase.
