SOME NOTES ON CHANGING APPROACHES TO URBAN STORMWATER MANAGEMENT
The increasing focus on water quality in water resources is creating a strong need to modify the traditional approaches to stormwater management which have largely involved intercepting, collecting and disposing of stormwater runoff as rapidly as possible. Historical practice has intensified downstream problems. An increasing number of urban concentrations is requiring attenuation of runoff as it is increased in both rate and volume by urbanization. To effect such attenuation, storage, often artificially provided within a watershed, is increasingly a part of stormwater management. This, in turn, requires the hydrology to develop hydrographs in place of peak runoffs at design points. Water quality aspects further emphasize the treatment aspects of all types of wastwaters and storm runoffs from urban areas. The shift in technology to the need for hydrographs at design points, has stimulated the development of mathematical runoff simulation models. In turn, the development of these models to a practical condition of use, necessitates the calibration of the model to realistically simulate a specific watershed in a specific regional or climatic urban area. The need for calibration reveals in glaring fashion, the lack of time-realted rainfall/runoff/quality data.
