URBAN MOBILITY: AN INTERNATIONAL PERSPECTIVE
MOBILITE URBAINE: UNE PERSPECTIVE INTERNATIONALE
This report by a Working Group of the PIARC Committee on Urban Areas (C10) surveys mobility worldwide. It defines 'mobility' as an attribute of people, and 'accessibility' as an attribute of places. Mobility relates to people's ability to traverse space. The scale, scope, and measurement of mobility are first discussed. The patterns and characteristics of travel, and their effects on mobility, are then considered. Using some statistical tables and charts, international comparisons are made between: (1) population patterns, including male-female differences and income effects; (2) density effects; (3) availability of services, especially road services; (4) operating costs; (5) public transport; (6) cycling; and (7) pedestrian travel. Travel and mobility implications in developed countries are outlined. The following aspects of urban mobility in developing countries are addressed: (1) transport infrastructure and urban form; (2) traffic congestion level; (3) availability of economic resources; (4) poverty and people's ability to afford transport; and (5) environmental degradation. Appendices cover: (1) statistical concerns; (2) travel attributes; (3) survey design problems; (4) various trip characteristics; and (5) vehicle-related factors.
