ARIZONA'S LONG, WINDING GLORY ROAD
For contractors, business dealings with the Arizona Department of Transportation (ADOT) have changed from bureaucratic nightmares to partnering dreams. The transformation is credited to ADOT Director Larry Bonine, who preaches partnering, performance, and customer service. Partnering has helped the ADOT rebuild relationships with contractors as well as save an estimated $5 million per year in legal fees. Technological advancements are also helping to change the face of the agency, including: a high-tech freeway management system; a 16.1-km (10-mi) test road for pavement comparison on a busy highway; and classes and certification for technicians to eliminate duplicate materials testing. This article describes the turnaround of the ADOT and the model it provides for state departments of transportation.
