LOCAL GOVERNMENT'S URBAN TRANSPORT PRIORITIES

This paper describes local government's urban transport priorities and how they might be implemented in the face of a number of constraints. Areas of particular concern are a) restraint of the use of cars in urban centres, b) car parking, c) public transport and d) new road building. The author considers the growth in car ownership and the decline in public transport patronage, the econonmic demands facing town and city centres and environmental demands placed on local authorities by the government and the public. He emphasises the need for balance. Legislation which might be necessary to achieve the priorities described and how they might be funded are discussed. For the covering abstract see IRRD 874870.
