THE STOCKHOLM RING ROAD AND PUBLIC TRANSPORT INVESTMENT PROJECT (THE DENNIS PROJECT) - IS IT PROFITABLE?

The aim of this report is (1) to discuss the principles for cost/benefit analyses of passenger transport project; (2) to scrutinize earlier analyses of the Stockholm Ring Road and Public Transport Investments package (the Dennis package); and (3) to calculate social-economic and financial outcomes of alternative road links and road-user charges. A general aim is to examine whether it may be worthwhile to further analyze the package or parts of it. The author concludes the following: (1) Earlier analyses include methodological errors and the analyses have only considered the package as an indivisible unity; (2) One analysis which claims an economic net benefit of SEK 1.3 billions per year, would instead result in an economic net loss of SEK 1.6 billions per year; (3) The ring roads in the package, compared with the public transport measures, only would result in both social-economic and financial losses. The best alternative from social-economic point of view would be road-user charges for entering the Stockholm inner city, without any road constructions at all; and (4) There are strong reasons for further analyses of alternative public transport and road schemes, lead by independent professional economists.
