DETERMINING RESEARCH PRIORITIES IN TRANSPORT

The purpose of this paper is to provide a method by which research managers may address the need of allocating research resources among competing projects. The approach aims to provide a mechanism for determining research priorities using benefit-cost analysis. Recognition is given to the need to weight each project's contribution to the organisation's corporate objectives. Projects are supported according to their ranking up to the level of the program's budget. Shifts in the allocation of funds across program areas are an issue for corporate management.
