A FRAMEWORK FOR BUILDING SUCCESSFUL PARTNERSHIPS BETWEEN CITIZENS AND TRANSPORTATION PROFESSIONALS
With the advent of the Intermodal Surface Transportation Efficiency Act (ISTEA), the importance of building partnerships between citizens and transportation professionals has again come to the forefront, and professionals charged with such a program's implementation are seeking partnerships that will work. This paper presents a framework for such a partnership. To enhance reader understanding, this paper first presents a brief discussion on past public involvement strategies, leading to a currently favored element -- the Citizen Advisory Committee (CAC). Then, based on the key elements contributing to the success of a Texas Bicycle Coalition initiative, the CAC concept is expanded into an improved framework for a Citizen/Professional Partnership (CPP).
