SELLING LIGHT RAIL TRANSIT TRUTHFULLY
This paper reports upon current work in the Kansas City region on transit planning. Since 1992, the Kansas City Area Transportation Authority (KCATA) has been engaged in an Alternatives Analysis/DEIS study of the Southtown Corridor in Kansas City, Missouri. The study is nearing completion, and this paper presents certain aspects of the endeavor to ensure a full understanding by local citizens and decision makers of the alternatives and their consequences. The purpose of this paper is to portray a case study of how rail transit can be presented realistically to a region having a variety of concerns and questions about making capital investments.
