DOWNTIME CAN SAVE TIME
Findings from Texas Transportation Institute (TTI) research suggest that short-term inconvenience surrounding the construction of high-occupancy vehicle (HOV) lanes and road rehabilitation yields long-term benefits. TTI evaluation of HOV lanes in Houston and Dallas confirm that they save trip time, reduce vehicle emissions, and free up the general-purpose lanes to accommodate traffic better. Transit schedules are favorably affected as well. TTI's study on the impact of reconstructing Dallas' North Central Expressway on motorist perceptions and driving patterns indicates that perceived delays are estimated to be much longer than actual delays. Commuters, however, seem willing to tolerate the inconvenience in exchange for improved service down the road.
