THE TRAVEL, SAFETY AND ENVIRONMENT TRADE-OFF - CONFLICT OR CONSONANCE?
The proposition that there needs to be some trade-off in the pursuit of objectives of travel, safety and (protection of) the environment is essentially a conventional transport perspective. This paper argues that a public health perspective will help us to find more synergy than competition and that strategies are available to address a multiplicity of objectives such as those we are faced with here. The goals of public health, as now defined by the World Health Organisation, are not to be consistent with world-wide ambitions for sustainable economic development. In this context, the concept of (ecologically) sustainable development (ESD) is advanced as a framework for achieving transport goals, including objectives of accessibility, personal safety, and environmental safety, without but little resort to compromise.
