A PUBLIC-PRIVATE PARTNERSHIP FOR MANAGING MAJOR PROJECTS
The Vancouver Island Highway Project is the largest project ever undertaken by the Ministry of Transportation and Highways of British Columbia. The project, valued at $1.2 billion, consists of design and construction of approximately 320 km of new and reconstructed highways between Victoria and Campbell River. The Project has been divided into sub-projects, each with its own schedule and budget and under the direction of a Project Manager. This paper, in addition to discussing team organization and functions, outlines the techniques and procedures adopted and developed for managing the Project, the principle legacy of this successful public-private partnership.
