PERFORMANCE BASED SUPPORT FOR COLLINS CLASS SUBMARINES
This paper demonstrates how the Royal Australian Navy is in the process of making a radical departure from its traditional methods of managing the support of fleet units, utilising a top-down doctrine and policy, in favour of a customer-focused business orientation, based on performance as achieved to support the fleet operator. It describes an integrated package of performance targets, and a process for measurement of achievement, analysis and correction to allow the maintenance of those targets. It observes a Navy partnerships with industry working to common standards, proactively seeking ways to improve performance and cost effectiveness.
