IS PORT STATE CONTROL TARGETING BEGINNING TO BITE?

For the second consecutive year there has been a massive rise in the number of ships delayed or detained due to serious deficiencies affecting their seaworthiness. While is difficult to identify a single cause for this sharp rise in the number of detentions, it is obvious however, that efforts set in motion to increase the effectiveness of port state control under the Paris Memorandum had their full impact on the number of detentions in 1994. The article outlines the most prominent causes for detention.
