COMMUNITY AND ENVIRONMENTAL PROBLEMS ASSOCIATED WITH URBAN HIGHWAY PROPOSALS
In October 1972 NAASRA established an ad hoc committee to prepare a report on community and environmental problems associated with urban highway proposals. The committee presented its report to NAASRA in May, 1974. The report summarises current experiences and difficulties which state road authorities are encountering in implementing urban highway proposals. In studying how these might be overcome or minimised, it is suggested that SRAS need to concern themselves with urban planning goals and take part in the total planning process. It is concluded that SRAS must become involved in public participation which should take place within a flexible framework. Account should be taken of social and environmental effects at all stages of planning, including land acquisition.
