THE PEDESTRIANISED TOWN CENTRE

This paper discusses the place of the vehicle-free shopping centre in new and existing towns and cities. It explores the reasons for needing pedestrian vehicular separation, the resulting benefits and the difficulties of implementation. Initially the critical factors or elements involved are identified and examined with regard to the way each of these influence and control the acceptability of a vehicle-free zone. These are illustrated by reference to a selection of new and existing towns which have implemented pedestrian schemes. It is argued that pedestrian vehicular separation is a functional necessity for new towns and that dramatic improvements in the environment of existing towns can be gained quickly and at low cost by a programme of pedestrianisation. /TRRL/
