MATCHING CONDITIONS ON ROAD GRANTS

The paper examines the rationale for, and the effects of, the imposition of matching conditions on specific purpose grants with particular reference to Australian government road grants. Three main reasons are given to explain why a grantor may wish to impose matching conditions on a specific purpose grant-namely to facilitate interstate equity; to allow for interstate spillovers of benefits of particular expenditure; and attainment of levels of expenditure the grantor desires. The tools of price theory are used to examine the likely expenditure implications of using various types of grants and matching conditions, and to analyse effects of matching conditions on past car grants. Finally, the possibility of imposing matching conditions in individual road projects on road categories is considered, with the conclusion that they would be consistent with the reasoning behind the provision of road grants.
