THIRD REPORT OF THE TRANSPORT COMMITTEE ON URBAN ROAD PRICING. VOL 1: REPORT AND MINUTES OF PROCEEDINGS
This report presents the results of the House of Commons Transport Committee's examination of the possibility of using road pricing to help solve London's traffic problems. The Committee held five evidence sessions interviewing various experts, and received much written evidence and also investigated road tolling in Oslo, Norway, and proposals for road pricing in Stockholm, Sweden. The report covers: (1) the nature, policy objectives, and implementation of road pricing; (2) the operation, technologies, enforcement, and technical feasibility of road pricing; (3) the case for road pricing; and (4) the arguments against road pricing. It considers some possible alternatives to road pricing: (1) fuel duty increase; (2) improvements to public transport; (3) traffic regulations; (4) physical restraints on traffic; (5) land use controls; and (6) parking restrictions. The Committee recommended that: (1) there should be some further research on road pricing in London; (2) any legislation to permit tolls on motorways should also permit an experiment in urban road pricing; (3) any local authority, promoting a private bill on road pricing, should be able to put its case before Parliament; and (4) physical traffic restraints should be considered.
