MOVING OBSERVER SURVEYS IN ONE-WAY STREETS
Three methods of survey of flow and average speed of traffic on one-way streets using moving observer techniques are considered in this paper, and compared from the point of view of lack of bias and precision of the results. It is concluded that the method of survey using a vehicle travelling with the stream at alternating high and low speeds is very poor, particularly under congested conditions. The alternative standard method, using stationary counts in conjunction with observations made from a moving vehicle, and a newly proposed method using a moving vehicle travelling with the stream and a pedestrian walking against the stream, produce results which are equally reliable. The moving pedestrian technique is simpler to carry out and is therefore slightly preferable. For the purpose of calculation of the standard errors of the results, the analysis should be based on the running times rather than the journey times of the observing vehicle. (A) /TRRL/
