CALGARY GOPLAN: ASSESSMENT OF TRANSPORTATION SYSTEM BYLAW REQUIREMENTS
The Calgary GoPlan is a land use and transportation plan that will serve Calgary to a time 30 years in the future, when the city's population is forecast to reach 1.25 million. Phase 4 of the GoPlan in intended to build on earlier phases and develop the plan in detail, including evaluation of transportation options. This report examines Phase 4 road network recommendations and previous road network options considered, and identifies road links and/or rights-of-way currently shown in the city's Transportation System Bylaw that will not likely be needed, that could be required beyond the 30-year horizon, or that could be required if current assumptions about travel behavior are incorrect. In assessing the need for road links or rights-of-way, the report considers land use trends, right-of-way availability, and network continuity and flexibility.
