EASTERN STATES INSTITUTIONAL ISSUES STUDY FOR COMMERCIAL VEHICLE OPERATIONS (CVO). FINAL REPORT
In 1991, the Federal Highway Administration announced grants of $50,000 per state to study and identify institutional impediments to more efficient and effective commercial vehicle operations (CVO) within their boundaries. The purpose of this study is to (1) identify institutional issues in seven Eastern States and the District of Columbia which adversely impact the productivity of CVO and efficient government administration, (2) identify technologies addressing these institutional issues, and (3) develop recommendations for reducing barriers to implementation of IVHS-CVO programs to enhance productivity, streamline commercial vehicle administration processes, and assure safety.
