A REVIEW OF LEGISLATION AND ENFORCEMENT IN RELATION TO ROAD SAFETY

Based on an extensive literature search, recommendations are put forward concerning: (1) legal principles (criminal liability in motor cases, the case for and against strict liability, administration of justice, specifically of traffic laws); (2) accidents and traffic/driver behaviour (driver characteristics, traffic behaviour, accident proneness); (3) enforcement (methodological difficulties, unreliability of some studies, rates of enforcement necessary to reduce speed, effect of enforcement on accidents); (4) penalties (retributive and deterrent, educative, incapacitative, evaluation of penalty effectiveness); and (5) high risk groups (young drivers, drinking drivers, random tests). An extensive bibliography is appended. /TRRL/
