EVALUATING THE ECONOMIC UTILITY OF A ROAD

The benefits resulting from the construction or modernization of a road are evaluated in terms of the savings in transport costs and the increased productivity in the area affected by the road. The economic utility of a road is defined by determining: 1, the present and foreseeable traffic, the types of vehicles, and the corresponding savings in transport costs; 2, that part of the general revenue of the area, which is attributable to the road itself; and 3, the residual value that may be credited to the road at the end of the period which constitutes its life. In the procedure described state road no. 29 in the Colle di Cadibona area is used as an example. /TRRL/
