ENVIRONMENTAL CAPACITY: A METHODOLOGY FOR HISTORIC CITIES. FINAL REPORT
The report aims to provide local authorities in historic cities with a practical tool for integrating environmental concerns into their planning processes. A methodology is presented to: (1) identify and understand the special historic qualities of a town, and identify the tensions to which the city is subject; and (2) examine the effect on the city's capacity framework of working out several hypothetical scenarios, each representing a possible future for the city. A study of the environmental capacity of a city as a whole can provide sufficient warning, to enable an appropriate planning and management framework to be implemented before the city's problems become immediate. Two starting points for the report's research are examined: (1) specific issues facing historic cities; and (2) concerns about sustainability. A model is identified for developing a methodology of carrying capacity. The role of indicators in establishing capacity limits is considered. The main components of the methodology are summarised, and illustrated by a flow chart of the relevant tasks, which are then described step by step, with illustrative examples. Some conclusions and recommendations are presented, and some areas for further research are outlined.
