SAFETY MANAGEMENT SYSTEMS -- THE VISION AND THE CHALLENGE: A STATE HIGHWAY SAFETY AGENCY'S VIEW
This paper presents a Safety Management System or SMS Design Approach. The Colorado Department of Transportation, CDOT, has appointed a Steering Committee to coordinate the design and development of the six management plans required by ISTEA. This presentation offers a suggested approach for designing an SMS which is under consideration by the Steering Committee (as of 1992).
