COPING WITH MAJOR STAFF REDUCTIONS
This paper discusses whether ConnDOT succeeded in coping with the massive staff reductions which occurred in February 1992. ConnDOT has met with success in dealing with many of the issues of the workforce reduction. New managers are in place, the organizational structure has been revamped, employee morale in many units has begun to rise, the TQE program is off and running in a positive direction. Many issues, however, still remain. Employees remain concerned about the stability and security of their positions. Only time, good management, and most importantly, improved public perception of what we do will solve this problem. The Total Quality Effort appears to have the commitment and support of senior and middle management. To be successful, it must be supported at all levels of the organization.
