AASHTO QUALITY ASSURANCE/QUALITY CONTROL GUIDE SPECIFICATION STATUS REPORT
Quality Control activities are totally independent from the construction acceptance process and should be controlled by the producer. Quality Assurance, on the other hand, or QA, consists of a systematic process that uses techniques to verify a specified level of quality the finished product has achieved. A survey conducted in 1991 indicated that 33 states, were at various stages of implementing a QA/QC specification program. In that states are showing a strong interest in the QA/QC spec format, at the 1991 AASHTO Mid-Year Highway Subcommittee on Construction meeting, a resolution was passed to develop Model Quality Assurance Specifications for use by state highway agencies. As a part of this task, the work plan included the development of a "How To" manual for developing a construction QA program.
