STRATEGIC PLANNING AT TXDOT: BEYOND THE BASICS
When Texas Governor Ann Richards mandated strategic planning for all state agencies, the process received a luke warm welcome. The Texas Department of Transportation prepared the required strategic plan and found that their plan could be more than a mere planning document taking up too much shelf space. This article describes the strategic planning process at TxDOT and discusses why it has been a revolutionary process for the department. Who wrote it and who will make it work are questions that are answered in this article.
