ISTEA AND THE INTERMODAL CHALLENGE

The Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) and the Clean Air Act Amendments of 1990 (CAAA) have been the impetus for change in the planning and building of transportation facilities. Intermodalism, as defined by ISTEA, is the integration of the national transportation system, which is viewed as a system of all transportation modes--highways, buses, trains, airports, ships, bicycles, pedestrian ways, etc. This article states that in order to achieve an intermodal transportation system, a coordinated approach among all transportation providers at all levels of government is required, which allows for the balanced movement of people and goods. Discussion focuses on the challenges of intermodalism. Examples of intermodal planning projects are provided.
