TRANSPORTATION OF HAZARDOUS SUBSTANCES BY ROAD

More than 50 per cent of all goods transported throughout the world are hazardous, although their movement by road or rail is not in itself a hazard if the vehicle is properly maintained and the goods are suitably packed. There is no evidence to show that drivers of vehicles carrying dangerous substances are any more likely to be involved in an accident than others. Nevertheless incidents do occur, and to minimise their effects vehicles containing hazardous materials should where possible be routed away from areas of high accident risk, there should be informed and effective assistance available in the event of a spillage and vehicles should be clearly marked so that the public and persons dealing with an emergency know what to do. The United Kingdom hazard information system has been developed to provide information on the dangers of a particular hazard and describe immediate action needed. A composite label has been designed as a part of a tanker marking scheme to present information quickly. There are four items on the label, a hazchem code number designed to cover the first phase of an immediate action at an incident, a un number and name allocated to the substance, a hazard warning diamond indicating the nature of the hazard, the name and telephone number of the vehicle operator or organisation for whom the substance is being carried. Operators carrying hazardous substances to and from Europe are required to carry A similar coded label giving the un code number, another number indicating the nature and degree of the hazard, and the diamond warning sign. /TRRL/
