THE URBAN MOTORWAYS COMMITTEE AND CHANGES IN THE LAW OF COMPENSATION

This paper outlines the recommendations of the urban motorways committee appointed by the Minister of Transport of the United Kingdom, in July 1969. The recommendations deal with: (1) the planning of new major urban roads, which should be an integral part of the planning of urban areas as a whole; (2) methods of alleviating traffic noise, severance, visual intrusion, and nuisance during construction period; and (3) legal, procedural and financial changes. Shortly after the issue of the committee's reports the government produced a white paper setting forward its general acceptance of the main recommendations of the committee and its policies on compensation. Legislation to give effect to these proposals was included in the Land Compensation Act which became law in May 1973. /TRRL/
