WINTER ROAD MAINTENANCE BY LOCAL AUTHORITIES

An account is given of conditions and working methods applied for winter maintenance of roads within the Stockholm area and its administration. The organisation consists of 500 employees who during peak periods can be increased to 1,300. Also about 70% of the equipment needed for these periods is hired. A detailed list is presented showing numbers of all vehicles used and indicating whether they are hired or not. The total area to maintain is 19 million M2 which can be broken down into 850 miles of carriageways, 1,100 miles of footways, 270 miles of park roads and 1 million M2 of school yards. The time required to begin sanding is 1 hour and the actual working time should be less than 1 hour for main roads, 2 hours for thoroughfares and secondary streets in the centres of towns and 3 hours in the outskirts. Snow clearance is considered necessary when the thickness of snow reaches 7 cm. Reduced clearance is performed on main roads and thoroughfares at moderate snowfalls which then takes 3-4 or 8-10 hours respectively. When full capacity is applied 3 hours is enough for main roads and thoroughfares in the centres of towns, 4 hours in the outskirts and 6-12 hours for other streets. /TRRL/
