DEVELOPING INFRASTRUCTURE MANAGEMENT SYSTEMS FOR SMALL PUBLIC AGENCY

Requirements of the Intermodal Surface Transportation Efficiency Act have motivated a number of small public agencies in the nation to expand existing pavement management systems into more comprehensive infrastructure management systems. During the conversion process, however, it is crucial to recognize the differences among various infrastructure facilities as well as their common characteristics. The quality of service of each infrastructure type to the public should be assessed for the efficient allocation of the limited infrastructure budget, recognizing their interactive relationships. Before expanding a management system, critical issues must be addressed, including: relative benefits of different types, universal location referencing system, consistent condition evaluation, transformation of data into decision, and automated mapping. The development and implementation of a new infrastructure management system for a small town in Canada is highlighted.
